Richard Barter was a member of the Town Council 2001-2004 and was reelected to the Council in 2011. He is a graduate of Pennell Institute, attended Maine Maritime Academy, a graduate of the University of Maine, the recipient of an MA and Ph.D. from Johns Hopkins University, and attended the University of Baltimore Law School.

For forty years he was a senior school and university administrator in Baltimore, Cleveland and New York City. Currently he is a consultant to a New York City Foundation that focuses on educational leadership and medical research. For the past thirty years he has developed, owned and operated residential and commercial properties in Gray and New Gloucester. Richard has served on multiple boards and associations locally and nationally. He has served on several Town Committees including the Community Economic Development Committee, Solid Waste and Recycling Committee, Gray Grange Scholarship Committee, and the Library Board of Trustees.

Richard is married to Pennell classmate Patty Libby Barter. They continue to live in the family home on Hancock Street and have spent extensive time in international study and travel and sailboat racing on “Moby Dick”.
